HS Codes for Toys 2026
Toys enter the US at 0% MFN — but China-origin toys carry Section 301 surcharges, and misclassified drones or bicycles can jump to 25%. HTS codes, rates and the classification traps, in one table.

Classification trap: camera drones & anything with a motor
"Toy" is not a marketing term to CBP. A drone with a camera is often classified under 8525.89 (TV cameras — 25% Section 301), not 9503. Bicycles are Chapter 87 vehicles at up to 11% MFN + 25% S301. Electric ride-ons jump chapters too. Misclassification triggers back duties, penalties and shipment holds — verify before you ship.

Toy Import Duty — FAQs
Most toys are classified under HTS heading 9503.00 — a single broad heading covering dolls, action figures, plush toys, building sets, puzzles, RC vehicles, and most children's toys. The MFN duty rate is 0% (free). Related headings: 9504 (game consoles, board games), 9505 (festive articles), 9506 (sports equipment).
Toys enter the US duty-free at the MFN level (0%), and most toys (9503.00) sit on Section 301 List 4B, which is suspended — so China-origin toys pay no Section 301. They do pay the 12.5% forced-labor tariff that replaced Section 122 in July 2026: about $1,250 on a $10,000 shipment. Vietnam is also 12.5%, India and Indonesia 10%, and USMCA-qualifying toys from Mexico 0%.
It depends — this is a classic classification trap. Toy drones without cameras classify under 9503.00 (0% MFN, 7.5% S301). But drones with cameras are often classified by CBP under 8525.89 as television cameras — which carries Section 301 List 3 at 25% for China-origin. The camera changes the duty by 17.5 points.
No. Bicycles classify under heading 8712 (Chapter 87 — vehicles), with MFN rates of 5.5–11% depending on wheel size, plus Section 301 List 3 (25%) for China. Kick scooters and ride-on toys without motors stay in 9503 as toys at 0% MFN. Electric scooters jump to 8711.60.
US toy imports must comply with CPSC regulations: ASTM F963 toy safety standard, CPSIA lead/phthalate limits, mandatory third-party testing at a CPSC-accepted lab, and a Children's Product Certificate (CPC). Customs duty is only part of the cost — testing and certification typically add $300–1,000+ per product line.
On duty alone, yes: Vietnam, India, and Mexico-origin toys pay 0% (no Section 301). China remains dominant in toy manufacturing capacity, so the trade-off is duty savings vs. supplier ecosystem. For high-volume SKUs, the 7.5%+ China surcharge often justifies dual-sourcing — run the landed cost both ways.
