Why Vietnam Has No Preferential Rates with the US

Vietnam was included in the Trans-Pacific Partnership (TPP) negotiations, which would have eliminated most tariffs between the US and Vietnam. After the US withdrew from TPP in 2017, no replacement bilateral agreement was signed. Vietnam's tariffs to the US therefore remain under the standard Most-Favored-Nation (MFN) column of the Harmonized Tariff Schedule.

Vietnam does have FTAs with the EU (EVFTA, in force 2020), ASEAN, Japan, South Korea, and others — making it a strategic sourcing hub for goods exported to those markets at preferential rates.
