Morocco Import Duty & Tariff Guide 2026

Morocco is one of Africa's most overlooked sourcing advantages for US importers: the US-Morocco Free Trade Agreement (MFTA, since 2006) eliminates base duties on virtually all industrial and most agricultural goods. Does Morocco have a free trade agreement with the US?

Yes — the US-Morocco Free Trade Agreement (MFTA) entered into force on January 1, 2006. It is one of the first US FTAs with an African country. Under MFTA, virtually all industrial goods and most agricultural goods originating in Morocco enter the US duty-free. The FTA is comprehensive and includes goods, services, investment, and intellectual property protections. This makes Morocco one of the few African sourcing origins with a genuine US tariff advantage.

Does Morocco's US FTA mean truly 0% duties on garments?

For qualifying Moroccan-origin garments, yes — the base MFN duty (normally 16.5% on cotton t-shirts) is eliminated under MFTA. However, the Section 122 flat 10% surcharge still applies (until July 24, 2026) because Section 122 operates under a different statute that the MFTA cannot waive. Rules of origin must also be met — garments must use Moroccan or US fabric or yarn for MFTA rates to apply (or meet the tariff shift requirement). With S122, effective duty is ~10% versus ~26% from Bangladesh or Vietnam.

Is Morocco exempt from Section 232 steel and aluminum tariffs?

No. Morocco does not have a Section 232 exemption. Moroccan steel and aluminum face the standard 25% Section 232 tariff. This limits Morocco's competitiveness for metal exports to the US — but Morocco's primary exports are garments, auto parts, phosphates, fish, and argan oil, not steel. The Section 232 exposure is relatively narrow for the typical Morocco sourcing use case.

How does Morocco compare to Bangladesh or Vietnam for garment sourcing?

Morocco's MFTA advantage is significant on paper: ~10% effective duty (S122 only) versus ~26–27% from Bangladesh or Vietnam (MFN + S122). But Morocco's labor costs are higher than Bangladesh or Vietnam, and production capacity is smaller. Morocco has been growing as a nearshoring option for European brands (it is in the EU's customs union framework via the Association Agreement), more than as a primary US sourcing hub. For US buyers seeking African/MFTA benefits, Morocco is the strongest option among African alternatives to Asia.

Does Morocco's EU Association Agreement affect US buyers?

Indirectly. Morocco has had an EU Association Agreement since 2000 (and the Euro-Mediterranean Partnership), giving Moroccan goods broad duty-free access to the EU. This means Morocco can serve as a manufacturing hub for goods sold in both the EU (Association Agreement benefit) and the US (MFTA benefit) — making it one of very few countries with simultaneous duty-free access to both major markets.
