Peru Import Duty & Tariff Guide 2026
The US-Peru Trade Promotion Agreement (PTPA, February 2009) eliminates base duties on virtually all Peruvian goods. Since 24 July 2026 Peruvian goods pay the 12.5% forced-labor Section 301 tariff on top, but many of Peru's biggest exports are exempt: copper cathodes, gold, zinc ore, coffee and avocados. Key exception: semi-finished copper products pay 50% under Section 232.

Does Peru have a free trade agreement with the US?
Yes — the US-Peru Trade Promotion Agreement (PTPA) entered into force on February 1, 2009. Under PTPA, virtually all goods originating in Peru enter the US duty-free. The agreement is comprehensive: it eliminated tariffs on most agricultural goods, industrial products, and textiles immediately or on a phased schedule. By 2026, effectively all Peruvian-origin goods qualify for 0% base duty. Since 24 July 2026 the 12.5% forced-labor Section 301 tariff applies on top, because trade agreements don't waive it — except for exempt goods such as copper cathodes, gold, zinc ore, coffee and avocados.
Is Peru affected by Section 232 copper tariffs?
Not on cathodes. The Section 232 copper action (50% since 1 August 2025) covers semi-finished copper products and copper-intensive derivatives, not ores, concentrates, mattes, cathodes or anodes. Peruvian refined copper cathodes (HTS 7403.11) are also exempt from the forced-labor tariff, so they enter duty-free under PTPA. Copper wire, tube, sheet and similar products pay the 50% Section 232 rate.
Why is Peru the world's #1 asparagus exporter?
Peru's coastal desert (Ica, La Libertad, Ancash regions) has a unique microclimate — year-round warm temperatures, low humidity, and efficient irrigation from Andean rivers — that allows continuous asparagus cultivation. This gives Peru a counter-seasonal advantage over US and European producers. Under PTPA, fresh asparagus enters the US at 0% base duty (MFN is 5–21.3% depending on season), so the 12.5% forced-labor tariff is the only duty. Peru also dominates US blueberry and avocado imports in recent years.
Does Section 301 apply to Peruvian goods?
No. Section 301 is China-specific. Peruvian goods have no Section 301 exposure.
